The festival “Phool Walloon ki Sair” was started in the 19th century by the Mughal Emperor Akbar Shah II. It became popular in the reign of Bahadur Shah Zafar as Britishers want Bahadur Shah Zafar to be the next king, but Queen Mumtaz Mahal wants his son to be the king. Mirza was deported to Allahabad because he tried to shot British.
The mother of Mirza got very upset and took an oath that when if her son returns she will offer the Chaddar of flowers at Dargah Of Khwaja at Bakhtiar Kaaki at Mehrauli. After a couple of years when Mirza Jahangir returned, Queen Mumtaz Mahal Begum went to Mehrauli to fulfill her oath.
